1.2 Overview and Background
Established in 1983 as the Tourism Council of the South Pacific, the Pacific Tourism Organisation (SPTO) is
the mandated organisation representing Tourism in the region. Its 21 Government members are American Samoa, Cook Islands, Federated States of Micronesia, Fiji, French Polynesia, Kiribati, Nauru, Marshall Islands, New Caledonia, Niue, Papua New Guinea, Samoa, Solomon Islands, Timor Leste, Tokelau, Tonga, Tuvalu, Vanuatu, Wallis & Futuna, Rapa Nui and the People’s Republic of China. In addition to government members, SPTO has over 100 industry members. Marketing is one of the core functions of SPTO and to further enhance this function, SPTO partnered with New Zealand’s Ministry of Foreign Affairs and Trade (MFAT) to implement the Organisational Development and COVID-19 Tourism Recovery Programme which ran from October 2020 to July 2021. Digital transformation was one of the key outputs of the programme and SPTO plans to continue with activities that will further enhance this output and strengthen SPTO’s presence in the digital space. In light of this, SPTO seeks to recruit an experienced consultant to provide Digital Marketing support that will benefit SPTO and its members.

2. OBJECTIVE
The objective of this consultancy service is to assist the Marketing division with Digital Marketing
deliverables, which include Email Marketing, Social Media Marketing, Website maintenance and Graphic
designing.

3. SCOPE OF WORK
The consultant will be required to undertake the following:

  •  Social Media Marketing
    – Develop Content Calendar
    – Run Social Media Campaigns
    – Social Media Analytics with monthly reporting
    – Setup artwork
  • Email Campaigns (Pulse and SPTO JobsLink Newsletters)
    – Design and setup weekly email campaign with MailChimp
    – Manage email key metrics results dashboard
    – Weekly campaign reporting
    – Social media and website updates
  • Graphic Designing
    – Webinar artwork
    – Logo retracing
    – Social media artwork
    – Any other design work required
    – Simple video editing and any other tasks assigned by the Marketing Manager

The duration of this consultancy work is 3 months starting from September.

Eligibility Criteria and Requirements
At a minimum, the consultant will be expected to have the following:
– A Diploma in Management/Tourism/Marketing/Communications or related field;
– A minimum of 5 years of relevant experience in the tourism or creative industry, with proven experience in similar projects;
– Excellent data analysis, research and communication skills;
– Examples of past related work should be provided along with contact details for at least 3
referees.

4. PROJECT MANAGEMENT
The Pacific Tourism Organisation, as the Contracting Authority for this project, will be responsible for
managing the contract. The contractor will report to the Marketing Manager.
