CARE in Vanuatu is looking for a Team Leader – Helti Kakae, Helti Famili to be based in our Pentecost office.

This role is responsible for overseeing the European Union Funded Helti Kakai, Helti Famili project activities in Pentecost. This includes leading the project team to ensure smooth implementation through good planning; close coordination with all stakeholders, both internal and external; support for monitoring and learning processes; and timely reporting. It also involves ensuring close coordination with and support for CARE’s other Gender Equality projects in Pentecost, currently including CARE’s TC Harold Recovery Program

This position is based in South Pentecost, with potential travels to Port Vila. The position will be accountable to ensure all staff assigned to the projects in Pentecost are managed in accordance with CARE’s performance management framework and will line manage two positions. The position may also line manage short-term contractors, secondees from local partners and volunteers.

Your major responsibilities will be varied and will include:

  • Work with the CARE Vanuatu Gender Equality Team, to support the development and implementation of CARE Vanuatu’s overall Gender Equality program;
  • Contribute to the development of CARE’s programming across all program areas;
  • Demonstrate a passion for gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity and inspire leadership on these issues through the CARE Vanuatu team.
  • Oversee and manage the work of team members, including leading effective team work and productive team dynamics and relationships and ensuring regular team meetings and communications to support staff;
  • Ensure staff under line management have clear work plans and a strong understanding of their role and contribution to program goals and the deliverables to which they contribute to and to which they are accountable;
  • Directly supervise staff members including providing advice and guidance, managing performance, effective administration of leave, budget and other approvals, and preparing annual planning and performance appraisals;
  • Together with the Helti Kakae, Helti Famili Program Manager and Program Director, identify critical staff needs in the team and coordinate with HR on recruitment and other HR processes.
  • Coordinate overall implementation of the project in Pentecost. This includes supporting the team to support and coordinate closely with all partner led activities within the same target area (VCC, Wan Smolbag and Nasi Tuan)
  • Coordinate joint planning and reporting for all project activities in Penama Provinces;
  • Produce high quality oral and written reports (in English) on progress, including contributing to donor reports by required due dates.
  • Ensure the efficient and proper use of funds in line with the approved activities and in compliance with CARE’s finance manual and EU donor guidelines;
  • Participate in the development of the Monitoring, Evaluation, Accountability and Learning (MEAL) plan;.

Required qualifications and skills:

  • Minimum Bachelor’s degree in relevant field and/or minimum 4-5 years relevant work experience, preferably in community based development work and/or activity implementation with an International Non-Government Organisation (INGO);
  • Proven experience managing and implementing similar programs including economic empowerment programs targeting women and/or women’s leadership programs;
  • Proven experience in training and facilitation including at community level;
  • Good understanding of women’s economic empowerment
  • Excellent communication in Bislama (written and oral) and very good in English (written and oral),
  • Ability to coordinate technical function(s) and implement procedures and processes, with minimal supervision;
  • Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Ability to develop high quality, concise reports and submission with accuracy;
  • Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills;
  • Excellent interpersonal skills and ability to work well in a team
  • Demonstrated experience in effectively leading, people management and motivating a team;
  • Demonstrated honesty, maintaining confidentiality, reliable and trustworthy.
  • Representational skills including developing networks and relationships with key  stakeholders;
  • Proven ability to work safely and effectively with communities and vulnerable groups including at risk youth and children;
  • Proven ability in managing a budget and/or cash;  and
  • Fully conversant in Microsoft Office with knowledge in Microsoft Word, Power Point and Excel
