Senior Program and Grants Manager – PWLES
Program Background
Pacific Women Lead (PWL) is a new Pacific regional development program funded by the Australian Government, which commenced in 2021 for an initial period of five years. With a budget of $170m drawn from the Australian Government’s aid budget, it is focused on supporting Pacific women and girls, in all their diversity, to be safe and equitably share in resources, opportunities and decision-making with men and boys.
Pacific Women Lead Enabling Services (PWLES), managed by DT Global, provides support to the Pacific Community (SPC) and DFAT to implement PWL. Pacific Women Lead Enabling Services (PWLES) provides a range of support functions to the program, including program-wide monitoring, evaluation and learning functions, partnership brokering and an independent Quality and Technical Assurance Group (QTAG).
DT Global, as the successful contractor for the PWLES, will support the continuation of key investments in the current Pacific Women Shaping Pacific Development program, in particular the Balance of Power program.

The Role
The Senior Program and Grants Manager provides oversight and supervision to PWL technical personnel working in the Federated States of Micronesia (FSM), Kiribati, Nauru, Niue, Republic of Marshall Islands (RMI), Palau and Tuvalu.
The Senior Program and Grants Manager will supervise technical personnel (both long-term (LTA) and short-term (STA) who support Australia’s investments in gender mainstreaming in the above-mentioned countries. At present this includes the LTA Gender Adviser (Tuvalu) and LTA Family Protection Adviser (FSM) with the likelihood of additional short or long-term advisers in other countries. Supervision would be on their delivery of workplan, operational (personnel) matters, and also to establish and maintain relationships with Posts and national government counterparts.
The Senior Program and Grants Manager will track and monitor technical personnel workplans and implementing monthly trilateral meetings together with Post and regularly liaising with national government counterparts to understand progress, reporting and planning.
The Senior Program and Grants Manager will provide grant management support to Pacific civil-society on behalf of DFAT Posts, including but not limited to: undertaking due diligence assessments; conducting regular training on DFAT and DT Global policies such as child protection, fraud, Prevention of Sexual Exploitation and Harassment (PSEAH) and financial management to grantees; monitor and track acquittals and narrative reports from grantees; and work closely with DFAT Posts to raise any concerns and risks.

About You
- A national of any of the Pacific Island countries
- Extensive experience in DFAT compliance and due diligence requirements.
- Experience in managing personnel across different countries and time zones
- Excellent interpersonal and representational skills with experience in building and maintaining effective working relationships with a range of different individuals and organisations
- Demonstrated experience coordinating multiple activities, managing a range of tasks and responsibilities
- Relevant qualifications in social sciences (international relations, development, gender and human rights) or program management
- At least 10 years’ experience in development program management and/or grant management. This preferably includes experience working at both national and regional levels with a range of development partners, including government, NGOs, and donors.
- Demonstrated experience coordinating multiple activities, managing a range of tasks and responsibilities
Remuneration The remuneration for the position will be offered in the range from AUD8,500 to AUD10,000 gross per month. An offer of appointment for an initial contract will be made in the lower range, with due consideration given to experience and qualifications. During the duration of the employment on a yearly basis there will be progression within the salary range, based on performance. Benefits such as medical insurance and 20 days of annual leave will be available to the successful candidate. The duty station of this role is Fiji, therefore a non-Fiji resident will be offered reasonable housing allowance and cost to mobilize and demobilize at start and end of the contract.
