Subject: Request for Quotations – Consultancy Services for the development of the Tuvalu Sustainable Tourism Policy (TSTP)
1.1. The Pacific Tourism Organisation (SPTO) is an intergovernmental organisation based in Suva Fiji mandated to market and develop tourism in the Pacific. Its vision is for the Pacific islands’ to be empowered by and benefitting from sustainable tourism.
1.2. With a membership of 20 Pacific Island Countries and over 100 private sector members, SPTO’s work focuses on three (3) key priority areas which include robust research and statistics, sustainable tourism planning and development and marketing. 2.1 SPTO invites submissions from qualified and experienced consultant(s) to plan, organise, conduct stakeholder consultations, draft and finalise the Tuvalu Sustainable Tourism Policy.
2.2 The successful consultant(s) will need to submit the final deliverable by 15 November 2021 in line with the agreed contractual arrangements and project timelines, which will be discussed and agreed to with SPTO.
2.3 The Terms of Reference (ToR) are set out in Appendix A. (Click here to access the document- to be inserted once finalised).
3. Conditions: Information for consultants
3.1 To be considered for this assignment, interested consultants must meet all the requirements in the ToR.
3.2 Provide three professional references relevant to this RFQ submission, including the most recent and relevant work completed.
3.3 Questions must be emailed to email@example.com no later than 16 August 2021. Responses will be uploaded on the SPTO website no later than 18 August 2021.
3.4 Non-Tuvalu based consultants are required to secure a local counterpart in Funafuti, Tuvalu who will be fluent in Tuvaluan and be the lead consultant’s representative in-country. Should assistance be required, consultants are required to contact the Tuvalu Department of Tourism through Ms. Tepola Esekia (firstname.lastname@example.org) from 18 August 2021 onwards. Please note that this is only a supportive measure and the consultant is fully responsible for ensuring a local counterpart is secured for this project.
4. Submission Instructions
4.1 RFQ submission documentation should demonstrate that the interested consultant(s) satisfies the conditions stated above and is capable of meeting the scope of services and timeframes, and provide supporting examples and justifications to address the evaluation criteria.
4.2 The RFQ documentation should outline the interested consultant’s complete proposal:
- CV of proposed personnel highlighting related experience related to the scope of services
- A Technical Proposal
- A Financial Proposal which identifies the fees component of the consultancy.
5. Evaluation Criteria
5.1 SPTO will select a preferred supplier on the basis of SPTO’s evaluation of the extent to which their submission documentation demonstrates that they offer the best value for money, and that they satisfy the criteria listed in this document and in the ToR as summarized below.
- Administrative Requirements (required to be met in order to qualify for the evaluation of Technical Proposals)
o Ability to meet ALL Documentation requirements as per the RFQ and TOR
o Ability to meet deadline requirements
o Confirmation of availability to start immediately and to complete the assignment within the required timeframe.
- Technical Proposal (70%)
o Tertiary qualification in Tourism, Sustainable Development, Business Studies, Economics or a relevant field (10%)
o Methodology (10%)
o Technical experience in sustainable tourism policy development preferably in the Pacific region (30%)
o Experience in working in the Pacific, or Tuvalu on tourism or related projects including in the areas of sustainable development, private sector development and community development (20%)
- Financial Proposal (30%)
o The Financial Proposal must include a clear general breakdown of costs for the consultancy.
o The budget should be clearly stated in Fiji Dollars and inclusive of tax.
o Costs for local outer-island travel in Tuvalu should not be included and will be requested separately with the successful consultant(s) once the consultation plan is approved by the Working Group.
o The maximum budget for this consultancy is FJD 40,000.00. For non-Tuvalu based consultants, this budget is inclusive of the fees for the local counterpart.
6.1 The due date for submissions is 4:00pm, Fiji Time 25 August 2021
Late submissions will be NOT be considered.
