Subject: RFQ-Supply of Business Laptops

 

  1. Background
    • The Pacific Tourism Organisation (SPTO) is an intergovernmental organisation based in Suva, Fiji mandated to market and develop tourism in the Pacific. Its vision is for the Pacific islands to be empowered and benefitting from sustainable tourism;
    • With a membership of 20 Pacific Island Countries and over 100 private sector members, SPTO’s work focuses on three (3) key priority areas which include robust research and statistics, sustainable tourism planning and development and marketing.     • Due to recent confirmation from NZMFAT of external funding for a 4 year project, from 2021–2025, SPTO hereby invites Fiji-based suppliers to submit proposals/quotations for 7 business laptops as per the specifications outlined in the TOR.

 

  1. Specifications

At a minimum, the following are the requirements of the laptops that SPTO intends to purchase;

  • 3 or 14 inch
  • 512 GB SSD
  • Core i7 Processor
  • 16GB RAM
  • Battery lifespan on a single charge– at least 7 hours
  • Light weight – less than 1.5kg
  • Windows 10 Pro
  • Equipment’s should meet minimum 2 or 3 year parts and labor warranty where applicable.

 

  1. Submission instructions

The suppliers are requested to provide the following details that will be used by SPTO to evaluate the proposals/quotations;

  • Brief Profile of your company including two professional references relevant to this work.
  • Clearly outline the specifications of the hardware and software provided such as the size, SSD, RAM, processor type, weight, battery lifespan on a single charge and type of software etc.
  • Provide information on warranty and extended warranty if purchased separately, where applicable. Suppliers to clearly outline the warranty processing time upon request of warranty processing and provide information on the replacement of faulty laptops.
  • Provide [Estimated Time of Arrival] ETAs for the laptops upon placing order.
  • Any FOC accessories or support provided with the laptops.
  • Provide costs in Fijian dollar and inclusive of VAT including the details of payment options e.g. percentage of upfront payment requirement etc.

 

 

  1. Evaluation Criteria
    • SPTO will select a preferred supplier on the basis of SPTO’s evaluation process. This includes the value of the quotation provided and the organisation’s ability to satisfy the criteria listed in this document and in the TOR as summarized below:

 

  • Administrative Requirements (required to be met in order to qualify for the evaluation of Technical Proposals)
    • Ability to meet ALL documentation requirements as per the TOR
  • Technical Proposal (60%):
    • Specifications of the hardware and software provided within the budget. (30%);
    • Estimated Time of Arrival [ETAs] for the laptops upon placing order (10%)
    • Warranty period and processing of warranty request. Options for replacement of faulty laptops (10%);
    • Accessories or additional support provided (10%)
  • Financial Proposal (40%)
  • The Financial Proposal must include a clear breakdown of costs.
  • The quotation should be clearly stated in Fiji Dollars and be inclusive of tax.

 

  1. Deadline
    • The due date for submission of the proposal is 5pm, Monday, 20th December 2021.
      Late submissions will be NOT be considered.

By participating in the procurement procedure, you agree that SPTO may withdraw a procurement procedure at any time prior to issue of Purchase Order or signature or a contract without the bidder being entitled to claim any compensation
