CARE International in Vanuatu is implementing a multi-sector program in Vanuatu, supporting communities in the areas of Gender Equality, Resilience and Inclusive Governance. CARE Vanuatu’s Gender Equality Program includes projects in Efate and Tafea Province which encompass work across all domains of the CARE Gender Equality Framework (building agency, changing relations and transforming structures).
The projects include comprehensive and integrated work with communities in South Pentecost (chiefs, families, individuals, young women and men, adolescents and service providers) to improve the economic resilience of women and girls and strengthen an environment that supports their participation, decision-making and leadership in economic activities. Overall, the program is focusing on food security and women’s economic empowerment and leadership, as well as local CSO/partner strengthening.
This position is based in Port Vila, with frequent travel to Pentecost (up to 20% of the time), and eventually sometimes to Tanna as this is the headquarter of one of the partner organization (Nasi Tuan).
Your major responsibilities will be varied and will include:
- In collaboration with the Response & Recovery Program Manager counterpart and other program team members, ensure the evolving context as relates to COVID19, TC Harold recovery and potential new emergencies (eg. cyclone season) is constantly monitored and assessed to ensure CARE’s program is appropriate and relevant to needs, always with a gender lens
- Contribute to the development of new programming concepts and donor proposals
- Coordinate the development of all related implementation plans and budgets within the framework of the agreed emergency response and recovery programme and strategy.
- Support the Response & Recovery Program Manager counterpart with the implementation of this program, including project planning, budgeting, implementation oversight and direction, monitoring and program quality.
- Support project teams to have a sound understanding of the project goals and develop appropriate and effective work plans and implementation schedules.
- Coordinate and monitor implementation to ensure projects are on track, on time and meeting deliverables, and that different sectoral activities are implemented in a coordinated and integrated manner.
- Coordinate with the CARE Vanuatu Program Quality Team to ensure effective MEAL processes are implemented, in line with MEAL frameworks.
- Support field teams to prepare and submit activity and progress reports in line with agreed schedules, and contribute to the drafting of high quality and on time donor reporting against all projects.
- Work with the Program Quality Team to facilitate reflection and learning processes
- Work closely with the Partnership Manager and Response & Recovery Program Managers to manage program partnerships.
- Directly supervise any designated team members including providing advice and guidance, managing performance, effective administration of leave, budget and other approvals, and preparing annual planning and performance appraisals.
- Ensure effective and accountable budget management across multiple project budgets;
- Ensure the efficient and proper use of project funds in line with the approved budgets and in compliance with CARE’s finance manual and donor guidelines;
- Responsible to undertake emergency preparedness and response functions as delegated in the CARE Vanuatu Emergency Preparedness Plan, including (but not limited to) participating in assessment teams, and ensuring gender and protection issues are prioritised in all work.
Required qualifications and skills:
- Minimum Bachelor’s degree with a gender equality and/or community development focus; and/ or 5 – 7 years relevant work experience, preferably for an International Non-Government Organisation (INGO)
- Proven experience in managing projects through all stages of the project cycle
- Experience developing and delivering partner capacity support would be considered an asset;
- Proven knowledge and experience working on emergency response or recovery projects or gender and livelihood programs ;
- Fluent oral and written Bislama; Excellent oral and written English skills;
- Demonstrated high level organisational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
- Ability to develop high quality, concise reports and submission with accuracy;
- Demonstrated decision making, problem solving, planning, analytical and influencing skills;
- Strong representational skills including developing and maintaining networks and relationships with key stakeholders;
- Proven ability to work safely and effectively with communities and vulnerable groups including at risk youth and children;
- Fully conversant in Office applications, keyboard/data entry and numeracy skills
