Job Description

Background

The OHCHR Regional Office for the Pacific is based in Suva, Fiji. It covers 16 countries and territories in the region, – Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Republic of the Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

The incumbent will be responsible for various activities related to human rights and climate change. Responsibilities will include developing research and legal analysis on the implications of climate change on the enjoyment of human rights as well as the level of compliance with human rights obligations in the region and preparing relevant documentation.

The incumbent will also support the Pacific Climate Change Migration and Human security (PCCMHS) programme. This regional project seeks to protect and empower communities adversely affected by climate change and disasters in the Pacific region, focusing specifically on climate change and disaster-related migration, displacement, and planned relocation. The programme is delivered through a partnership between the UN Agencies of IOM, ILO, OHCHR, and ESCAP. Platform on Disaster Displacement and Pacific Islands Forum Secretariat are non-UN implementing partners.

A key component of the project is to facilitate the development of a regional rights-based framework on climate change-related displacement, migration, and planned relocation. The project will also empower communities affected by climate change through training and skills development activities to increase access to labour mobility schemes, and pre-departure orientation to empower migrants to migrate safely with an understanding of their rights. The project will also increase the capacity of government and non-government stakeholders to promote labour mobility that is safe, regular, and inclusive.

Job Purpose

Under the overall supervision of the Regional Representative including substantive oversight of deliverables, the incumbent will carry out activities related to human rights and climate change, including the implementation of the Pacific Climate Change Migration and Human Security Programme (PCCMHS). His/her responsibilities include research and legal analysis on the implications of climate change on the enjoyment of human rights, coordination with PCCMHS programme partners, organizing workshops, oversee recruitment and tracking or research consultants, provide updates on programme progress to RR and other stakeholders. S/he will also develop activity plans, oversee narrative and financial reports for OHCHR activities, and provide technical inputs to materials developed by the programme.

Duties and Responsibilities

1) Convene regional consultations to review the draft rights-based regional framework on climate mobility as developed under PCCMHS phase I

  •  Work with implementing partners to support/participate in combined consultations and advocacy campaigns.
  •  Deliver presentations and facilitate discussions.

2) Increase capacity on available human rights tools and guidelines on climate change

  •  Support capacity development in conducting surveys to identify capacity gaps within governments and communities on managing climate change.
  •  Draft and propose advocacy tools on human rights approaches to climate change.
  •  Organise and conduct meeting and consultations for community and government consultations

3) Support NHRIs in monitoring the implementation of government policies related to climate change, conducting national inquiries and handling individual complaints and other human rights protection-related issues

  •  Develop modules in coordination with relevant stakeholders.
  •  Conduct trainings on identified topics to select national and subnational government officials.

5) Develop knowledge and communications products that support the preservation of traditional knowledge and uphold cultural rights in the context of climate change

  •  Propose knowledge products and dissemination of the links between human rights and climate change in the Pacific to CSOs/NHRIs
  •  Support capacity development of CSOs, workers and employers’ organizations to engage with and influence discussions of climate change and human rights in relevant forums at the national, regional and global levels.

Required Skills and Experience

Education:

  •  Master’s degree (or equivalent) in Community Development, Environment, International Human Rights Law, Political science or a related field is required.
  •  A first-level university degree in combination with two years of qualifying experience working in a similar field may be accepted in lieu of the advanced university degree

Experience:

  •  Master’s or bachelor’s degree in the relevant field with at least 2 years work experience on Human Rights, Governance and/or Climate Change issues
  •  At least 1 years of progressively responsible experience in support, monitoring, and reporting of development projects/ programmes.
  •  At least 1 year on Human Rights, Governance and/ Climate Change issues is considered a strong asset.
  •  Experience in international organisations, such as the UN, or other regional or international intergovernmental/non-governmental organisations working in a similar field. Field experience is an asset.
  •  Proficiency in the English language
