Applications are invited from suitably qualified and experienced candidates for the following position within the University:

VICE CHANCELLOR’S DEPARTMENT

Legal Officer

Reporting directly to the Vice Chancellor, the successful candidate will be responsible for providing legal advice to the Senior Executive Management Team and other internal key stakeholders.

Primary Responsibilities

  • Draft and review University’s act, statutes and agreements such as MoA,MoU and service agreements
  • Advise on staff discipline involving breach of Public Service Management Acts and Public Finance Management Act of 1986 and Audit Act of 1989 as amended to date and National Procurement Act 2018 and all other relevant laws.
  • Advice the SEMT on compliance issues, provide legal guidance to PNGUoT business entities, all departments and affiliated colleges at PNGUoT
  • Advice on contractual disputes, workers’ compensation and industrial arbitration.
  • Deal with the effective and efficient coordination of policy development and documentation.
  • Prepare legal documents and do court proceedings on behalf of the University and represent PNGUoT on out of court negotiations with other parties.
  • Liaise with other external lawyers on University legal matters.
  • Liaise with relevant government departments and officers on PNGOuT business
  • Do other duties as directed from time to time by the Vice Chancellor and the SEMT

Job Requirements

A high standard of oral and written communication, administrative and negotiation skills, knowledge of computers with proficiency in MS applications are required of this candidate. S/he should also demonstrate abilities to draft, interpret, apply and explain legislations, acts, policies, rules and agreements.

The successful candidate should have a first degree or higher in Law and be admitted to the District, National and Supreme Courts Bar. And have substantive experiences in administrative and related legal, constitutional and legislative matters; with in-depth knowledge of government and university acts, Statutes, Rules and procedures governing employment terms and conditions as well as Industrial and Arbitration Acts.

Salary:

Senior Assistant Registrar I/II K51,978 – K72,673 per annum

Domestic Market Allowance (DMA) K8,681 – K16,026 per annum

(Level of appointment depends upon qualification and experience)
