In the Pacific, UNDP provides regional and country support to 10 countries (Federated States of Micronesia, Fiji, Kiribati, Republic of the Marshall Islands, Nauru, Palau, Solomon Islands, Tonga, Tuvalu, and Vanuatu) and regional support to five countries (Cook Islands, Niue, Papua New Guinea, Samoa, and Tokelau), together with a total population of 2.4 million. Position Purpose

  • Under the guidance of the Operations Manager and direct supervisor by the HR Analyst, the HR Associate provides human resources services ensuring high quality, accuracy and consistency of work. The HR Associate promotes a client-oriented and consistent with rules and regulations approach in the Unit.
  • The HR Associate works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP HQs staff to exchange information and ensure consistent service delivery.

Duties and Responsibilities

  •  Ensures implementation of HR strategies focusing on achievement of the following results:
  • Full compliance of HR processes and records with UN/UNDP rules, regulations, policies and strategies; effective implementation of the internal control framework.
  • Input to the CO business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor and office management.
  •  Provision of information to the management and staff on strategies, rules and regulations
  •  Implements HR services focusing on achievement of the following results:
  •  Implementation of recruitment processes including support to drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates, participation in interview panels.
  •  Preparation of draft job descriptions, recruitment strategies, vacancy announcements, compiling matrixes, performing functions of Secretary in interview panels.
  •  Review office/project position management update in association of positions to chart fields (COAs), update of COA information for position creation upload.
  •  Preparation of contracts (fixed-term, SC’s NPSA’s, IPSA) and recurring PO’s for short term PSA’s in Atlas. Timely follow up with GSSU Local Payroll staff on Global payroll issues.
  •  Input and tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through Atlas.
  •  Process documentation for renewal and issuance of UN Laissez-Passers
  •  Compiling briefing kits for Fixed Term Appointment (FTA), Service Contract (SC) and Personnel Services Agreements (PSA – IPSA/NPSA) personnel.
  •  Proper discarding of unwanted HR documentation
  •  Arrange establishment and/or replacement of UN Examining Physicians and County Liaison Officer
  •  Maintenance of the CO staffing table.
  •  Preparation and collection of background information for submissions to the Local or Regional Compliance Review Panel or Board (CRP/CRB).
  •  Provision of information on benefits/entitlements to the International Staff and Experts.
  •  Update of the CO security and warden system list to UNDSS.
  •  Maintenance of proper filing system for HR records and documents including personnel files.
  •  Provision of information for cost-recovery bills in Atlas for HR services provided by UNDP to other Agencies.
  •  Ensures proper staff performance management and career development focusing on achievement of the following results:
  •  Provision of background information to Talent Management Review Group (TMRG).
  •  Provision of background information for drafting Whole Office Learning plan and individual learning plans.
  •  Ensures conduct of UN-related surveys focusing on achievement of the following results:
  •  Collection of information for comprehensive and interim local salary, participation in the work of LSSC, hardship and place-to-place surveys.
  •  Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
  •  Organization and participation in the trainings for the operations/projects staff on HR.
  •  Contribution to knowledge networks and communities of practice.

Required Skills and Experience


Secondary Education with specialized certification in HR is required. A University Degree in Business or Public Administration will be given due consideration, but it is not a requirement.

Experience, Knowledge, and Skills

Minimum 6 years (with Secondary education) or 3 years (Bachelor degree) of relevant HR experience is required at the national or international level.
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web-based management systems.
Please note that continuance of appointment beyond the initial 12 months is contingent upon the successful completion of a probationary period.
