The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. The Operations and Management Directorate (OMD) provides corporate services to all SPC Divisions and Programmes. It consists of three key departments: Finance, Human Resources and Information Services. OMD is focused on improving the effectiveness of systems, policies and management to provide high-quality customer-oriented services.

The Human Resources Assistant – Recruitment will support the recruitment team with the end-to-end cycle of all local and international positions based in Fiji. The successful candidate will provide support with all SPC recruitment activities and administrative processes.

The key responsibilities of the role include:

Local Recruitment Support  

  • Support the end-to-end recruitment cycle for all local recruitment assignments in Fiji.
  • Prepare recruitment notices for local positions.
  • Keep track and report on the recruitment process for local positions.
  • Support with the selection process, including coordinating candidates and selection panel members, compiling interview guides, arranging interviews, recruitment declaration forms, preparing recruitment reports, whilst ensuring compliance with the recruitment policy and processes.
  • Provide support with the reference checking and psychometric testing for local positions.

International Recruitment Support

  • Ensure recruitment notices are translated into French and then uploaded onto the recruitment system.
  • Post international roles onto a variety of job boards and websites ensuring that all information is accurate.
  • On behalf of the recruitment team, arrange and schedule interviews for international positions.
  • Assist the recruitment team with the preparation of recruitment notices, advertising, candidate management, and liaison with hiring managers.
  • Provide support with the reference checking and psychometric testing for international positions.

Administrative Support

  • Coordinate advertising payments for local and international vendors, liaise with the relevant finance focal points within the divisions and central finance.
  • Effectively manage the Recruit SPC email account and HR Helpdesk for recruitment related requests.
  • Maintain and manage the recruitment network folder so that all documents are stored in soft copy for future reference.

Key selection criteria 


  • Diploma in human resource management or business administration.

Technical expertise  

  • At least 2 years of human resources experience, ideally with a focus on recruitment.
  • Ability to support the recruitment of multiple positions at any given time with varying deadlines and timeframes.
  • Excellent time management skills and organisational skills.
  • Ability to apply human resources rules and regulations in a fair and consistent manner.
  • Experience with finance management software, preferably Navision.
  • Excellent computer skills and proficiency in the use of MS Word, Excel and Power Point.
  • Ability to liaise with staff at all levels of the organisation.

Language skills

  • Good English communication skills (oral and written). 

Interpersonal skills and cultural awareness

  • Good interpersonal skills with experience in building and maintaining effective working relationships with a range of different individuals and organisations.


Salary, terms and conditions 

Contract Duration – This vacant position is budgeted for 6 months.

Remuneration – The Human Resources Assistant – Recruitment is a Band 6 position in SPC’s 2023 salary scale, with a commencing taxable salary range of FJD 1,892-2,365 per month, plus local staff benefits. An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews.
