HUMAN RESOURCE OFFICER

Igat Hope Inc. is a sub-recipient to World Vision PNG under the Global Fund Grant advocates for the rights of people living with HIV/AIDS in Papua New Guinea. We advocate for and on behalf of people living with HIV/AIDS to live their lives free from all forms of stigma and discrimination, and to have equal opportunities and access to health services, education, legal services and employment.

We are currently looking for suitable, qualified, experienced, and highly motivated professional to fill the position of Human Resource Officer to be based in National Capital District, Port Moresby, Papua New Guinea.

PURPOSE OF THE POSITION

The main purpose of the Human Resource Officer is to Maintain the HR/payroll/Recruitment/ by coordinating its activities, empowering, and assisting staff to achieve deliverables in a timely manner supporting other projects by providing HR support and technical payroll advice in executing the priorities of the Project.He/She will work closely with all IHI staff at the National office to ensure that Igat Hope Inc. can implement its Human Resource related activities at the National and Provincial level.

  • Writing and reviewing policies
  • Initiate, execute, and evaluate a system of work process relating to justification, calculation and checking of salary variations before processing on the payroll.
  • Make sure all calculations of entitlements such as final entitlements, allowances, contract gratuities and other manual payroll matters are checked and processed on time.
  • Check and counter-sign salary variations.
  • Ensure confidentiality of salary file information.
  • Attend to salary issues by consulting with President, IHI and provide advice to staff.
  • Appraise the performance of subordinates as well as identify training needs and organize training for subordinates in line with annual management plans.
  • Maintain records of payroll documents and prepare regular reports for the management as required.
  • Maintain weekly or monthly meetings with the management team and payroll staff and make sure reports and deliverables are actioned on time.
  • Be flexible to accept any additional duties delegated by management.
  • Adhere to existing working practices, methods, and procedures, undertake relevant training and development activities, and respond positively to new and alternative systems.
  • Co-operate with the IHI in complying with relevant health and safety legislation, policies, and procedures in the performance of the duties of the post.
  • Maintain confidentiality and observe data protection and associated guidelines where appropriate.
  • Execute all other duties as required by the President, IHI

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE

  • Diploma/Degree in Human Resources Management or Business related
  • At least 2-3 years’ experience in Human resource, payroll, recruitment etc
  • Sound knowledge of Public Service procedures and the Public Service Management Act is desirable but not essential.
  • Knowledge of concept- Alesco payroll system is a prerequisite
  • Substantial work experience in HR/payroll management and experience in using ATTACHE / ALESCO payroll
  • Exposure to generate and interpret payroll reports is a requirement.
  • Exposure in recruitment processes, particularly screening against organizational policies.
  • Management of staff contracts and remuneration.
  • Ability to deal with and resolve staff grievance
  • Excellent verbal and written skills and sound interpersonal skills.
  • Excellent use of computer applications such as MS Word, perform complex tasks using MS Excel, creates a presentation using MS PowerPoint, and use email and the internet.
  • Must be a fast learner and the ability to adhere to an appropriate and effective set of core values and act in line with that and communicates with influence. Supports productive working relationships. Demonstrated ability to use initiative and be proactive.
