Overview and Background

Established in 1983 as the Tourism Council of the South Pacific, the Pacific Tourism Organisation (SPTO) is the mandated organisation representing Tourism in the region.

Its 21 Government members are American Samoa, Cook Islands, Federated States of Micronesia, Fiji, French Polynesia, Kiribati, Nauru, Marshall Islands, New Caledonia, Niue, Papua New Guinea, Samoa, Solomon Islands, Timor Leste, Tokelau, Tonga, Tuvalu, Vanuatu, Wallis & Futuna, Rapa Nui and the People’s Republic of China. In addition to government members, SPTO has over 100 industry members.

The Pacific Tourism Organisation (SPTO) provides a membership service to organisations in the Pacific region and globally. Membership encompasses National Tourism Organisations, hotels, resorts, car rental operators, coach operators, travel agents, tour operators, airlines, cruise and dive operators and all other businesses associated with travel and tourism. The Industry Membership programme went through a review process in April 2021. The Consultant’s report included the following:

  • Current impact of COVID-19 in the tourism sector and post COVID-19 recovery;
  • Detailed SWOT Analysis of the Industry Membership programme;
  • An analysis of the current fee structure, membership levels, benefits and the terms and conditions;
  • An overview of similar membership programmes within the region and globally;

The Consultant’s report will be shared with the successful candidate.

OBJECTIVE

The objective of the Consultancy is to implement the activities outlined in the Consultant’s review report where relevant.

SCOPE OF WORK

The Consultant will be required to undertake the following:

  • Conduct an extensive desktop research to collect data and gain insights on the Industry Membership Programme.
  • Develop a detailed strategy for the implementation of the Industry Membership Programme
  • Develop an Action Plan with timelines
  • Develop a Branding campaign for the Industry Membership Programme
  • Assist in sourcing a robust Membership Management System
  • Provide relevant training to the Marketing Officer
  • Consultant will be responsible for outlining what performance metrics they will use and how those will be reported, which will need to be in line with SPTO’s Monitoring, Evaluation and Learning (MEL) policy and framework.

REQUIRED QUALIFICATIONS, SKILLS AND EXPERIENCE

At a minimum, the consultant will be expected to have the following:

  • Tertiary Qualifications in Tourism/Management or equivalent
  • Minimum of 10 years of relevant experience in tourism, with proven experience in similar projects;
  • Proficient in using digital tools
  • Experience with Membership Management Systems will be preferred but not essential.
