  1. Background

The Pacific Tourism Organisation (SPTO) is an intergovernmental organisation based in Suva Fiji mandated to market and develop tourism in the Pacific. Its vision is for the Pacific islands’ empowered and benefitting from sustainable tourism.

With a membership of 20 Pacific Island Countries and over 100 private sector members, SPTO’s work focuses on three (3) key priority areas which include robust research and statistics, sustainable tourism planning and development and marketing. SPTO has embarked on a digital transformation project funded by the New Zealand Ministry of Foreign Affairs and Trade (NZMFAT). The project aims to accelerate the recovery of the tourism sector in the Pacific and build back a more resilient and sustainable sector using digital transformation.

The foundation of the programme is SPTO’s leadership in digital marketing. The organisation will need to drive the digital marketing transformation of the region. This leadership position will result in SPTO’s leading by example through regional digital marketing initiatives. SPTO’s leadership, by capabilities and example, will support an NTO digital transformation programme. When SPTO and NTOs have built these new capabilities, NTO digital marketing initiatives can feed into SPTO’s regional digital marketing efforts, creating a regional digital marketing ecosystem.

During Year 1 of Phase 2 of the New Zealand Ministry of Foreign Affairs and Trade (NZMFAT) Pacific Digital Tourism Transformation project, SPTO completed a digital skills assessment of National Tourism Organisations (NTOs) and tourism industry members in the region. This digital skills assessment identified key growth areas for NTOs in various areas such as content development, content management, digital measurement, advertising, and others. Additionally, a training overview was designed for the planned learning with one sample learning module developed.

In Year 2, beginning in February 2023, as part of Output 1.3 of Phase 2, SPTO is seeking to recruit Digital Training & Advisory Consultants. These are paid, part-time, remote positions in the Pacific Islands focusing on serving the local tourism industry as in-country digital ambassadors coordinating local digital training, upskilling to build capacity in digital skills in the local tourism industry. Each consultant will be responsible for creating programming for only their local tourism industry in the country where they are based.

We are currently hiring 10 Digital Training & Advisory Consultants who will serve the following member countries: Fiji, Vanuatu, Solomon Islands, Cook Islands, Niue, New Caledonia, Wallis and Futuna, French Polynesia, Papua New Guinea, Tonga, Tuvalu, American Samoa, Samoa, Tokelau, Republic of the Marshall Islands, Federated States of Micronesia, Kiribati, Nauru and Timor Leste.

Following feedback from SPTO’s consultation process, the idea of hiring a Digital Training & Advisory Consultant in each of the Pacific Islands was prioritised. The goal of this role is to empower the local industry through training and education in digital skills, with cumulative impacts locally leading to broader digital transformation in the region. These Digital Training & Advisory Consultants will be recruited locally or recruited from other member countries, but are expected to be based in a Pacific Island Country. Example, a consultant recruited in Samoa may be expected to travel to American Samoa and Tokelau to conduct training.  The Consultant will be working closely with the industry as an extension of the National Tourism Organisation or regional tourism body in that country.

The Digital Training & Advisory Consultants will work to remain up to date on digital tools, trends and new programmes to provide tailored and consistent support to NTO staff, and SPTO’s Industry Members. In addition, the Digital Training & Advisory Consultants will work closely with the Lead Digital Specialist and Marketing Manager at SPTO to ensure that local training and capacity building targets are being met.

  1. Specifications

SPTO invites Expressions of Interest (EOI) from qualified and experienced consultants who can conduct digital training and upskilling to build capacity in digital skills in the local tourism industry.

2.1 The successful applicant will need to complete all activities of the consultancy by February 2024 in line with the agreed contractual arrangements and Deliverables & Indicative Timelines per the Terms of Reference.

  1. Conditions: Information for consultants

To be eligible, interested consultant(s) must be registered on SPTO Jobslink portal. The following documents/information must be submitted to demonstrate their qualifications. Please group them into one (1) single PDF document (under 5 MB in size):

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.
  • Technical Proposal Submission Form, as per Annex III including (a) a clear explanation of why the individual considers him/herself as the most suitable for the assignment.
  • Financial Proposal Submission Form, as per template provided in Annex IV. All proposals must be provided in New Zealand Dollars (NZD).
  • Incomplete proposals and proposals sent to the wrong email address will not be accepted. Only candidates for whom there is further interest will be contacted.
  • The successful consultant shall sign a Service Contract with SPTO.

4.1 Expression of Interest should demonstrate that the interested consultant satisfies the conditions stated above and is capable of meeting the specifications and timeframes, and provide supporting examples to address the evaluation criteria.

Cumulative Analysis

The award of the contract shall be made to the consultant whose offer has been evaluated and determined as (a) responsive/compliant/acceptable; and (b) having received the highest score out of a set of weighted technical criteria (70%) and financial criteria (30%).

At least Bachelor’s Degree (Preferably Postgraduate) in Information Technology, Marketing, Digital Marketing, Web Technology, Digital Media or a relevant field;

·      At least three (3) years’ work experience in Digital Marketing, Marketing fields or related fields.

·      At least two (2) years’ experience in training development or delivery

·      At least one (1) year experience in project management or project coordination in the digital or marketing space.

●     Good Web Skills (Microsoft Office, Content Management System, Adobe Illustrator or Photoshop, etc.)

●     Excellent command of English (both written and spoken).

●     A good understanding of challenges and opportunities related to tourism or the travel sector in the Pacific island countries would be an advantage.

  1. Evaluation Criteria

SPTO will select the preferred consultant on the basis of SPTO’s evaluation of the extent to which their Expression of Interest documentation demonstrates that they offer the best value for money, and that they satisfy the criteria listed in this document and in ANNEX I and summarised below.
