Established in 1983 as the Tourism Council of the South Pacific, the South Pacific Tourism Organisation (SPTO) is the mandated regional agency for the sustainable development and marketing of Pacific tourism.

With 21 government members and over 100 private members, SPTO works to market the Pacific, collect data for informed decision-making, enhance the ‘Pacific’ brand and support the capacity of government and the private sector for sustainable tourism.

Our government members are American Samoa, Cook Islands, Federated States of Micronesia, Fiji, French Polynesia, Kiribati, Nauru, Marshall Islands, New Caledonia, Niue, Papua New Guinea, Samoa, Solomon Islands, Timor Leste, Tokelau, Tonga, Tuvalu, Vanuatu, Wallis & Futuna, Rapa Nui and the People’s Republic of China.

The structure of the SPTO consists of the Council of Ministers of Tourism, Board of Directors and Management.

Our Head Office is located in Suva, Fiji.

The Consultancy

Consumer, Trade and Media Marketing

The Digital Strategy and Digital Marketing Strategy recommend that SPTO strengthen its communications, advertising and relationships with key trade and media channels. Direct consumer marketing would gradually phase out once travel resumes, possibly by mid to late 2022. NTOs and the industry will continue to drive consumer direct marketing. Trade and media partners require regular engaging content for promoting the Pacific.

Objectives of the Consultancy

The objective of the Consultancy is to design SPTOs Consumer, Trade and Media Marketing strategy.

Scope of Work

In close consultation with the SPTO Marketing Manager, the Consultant/Agency will be required to undertake the following:

  • Conduct an extensive Desktop Research
  • Develop a Consumer, Trade and Media Marketing Strategy
  • Develop an Action Plan with timelines
  • Consultant will be responsible for outlining what performance metrics they will use and how those will be reported, which will need to be in line with SPTO’s Monitoring, Evaluation and Learning (MEL) policy and framework.

Timeframe

The entire assignment has to be accomplished by 30th September 2022.

Timeline of the Expression of Interest

Expression of Interest (EOI) released 8th March
Last day to submit questions related to the EOI 15th March
Application deadline 22nd March
Contract expected to commence 12th April

SPTO reserves the right to change any dates in the EOI timeline.
