WASH and Peace Building Manager - (Goroka/ Morobe Based)

CARE International in PNG is recruiting a WASH and Peace Building Manager based in Goroka or Morobe. CARE is an international development and relief organization that fights global poverty. It has a special focus on working with women and girls to bring lasting change to their communities. The WASH and Peace Building Manager provides senior-level leadership and management oversight across the project implementation. This includes planning, implementation, and budget management, monitoring, and producing timely donor reports on the project. The position involves the management of project support and technical staff who focus primarily on water, sanitation, hygiene promotion, social inclusion, and gender equality.

The Project Manager is a proven and experienced professional who manages key relationships with both internal and external stakeholders, including the provincial and district administration, school authorities, and community-based organizations in targeted project locations. The Manager will coordinate project activities with other CARE gender and social inclusion and education program staff. The Manager will ensure project implementation through the lens of CARE’s Gender Equality Framework, which will include the development of effective approaches to promote gender equality and social inclusion.

The Project Manager directly line manages four staff and oversees up to six volunteers. The Manager is expected to pursue a clear and compelling vision and motivate high performance.

This position is based in either Morobe or Eastern Highlands Provinces but may require travel to rural, remote project sites in Bulolo and Huon Gulf.

SELECTION CRITERIA

  • Minimum Bachelor’s degree in Community or International Development, Gender, Livelihoods or equivalent and/ or a minimum of 5-7 years relevant work experience, preferably in community development activities, WASH infrastructure development and hygiene promotion, capacity strengthening preferably for an International Non-Government Organization (INGO)
  • Have a sound understanding of the causes and prevention measures of community-based conflict
  • Demonstrated understanding of gender equality and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity
  • Demonstrated experience in project management in the project’s technical function, conflict prevention, gender equality and women’s empowerment, child protection, and experience in WASH
  • Demonstrated high-level organizational, financial, and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment
  • Demonstrated strong leadership, decision-making, problem-solving, planning, analytical, and influencing skills
  • Demonstrated experience in effectively leading staff, people management, and motivating a team
  • Demonstrated characteristics of honesty, reliability, and trustworthiness with the ability to maintain confidentiality
  • Representational skills including developing networks and relationships with key stakeholders
  • Fluent oral and written communication skills in both Pidgin and English
  • Fully numerate and conversant in Microsoft Office with knowledge of Microsoft Word, PowerPoint, and Excel
