TERMS OF REFERENCE
A. Introduction
The International Planned Parenthood Federation (IPPF) was founded in 1952 and currently has 150 Member Associations (MAs) and Collaborative Partners with a presence in over 146
countries. IPPF is a global healthcare provider and a leading advocate of sexual and reproductive health and rights for all with the vision that all people are free to make choices about their sexuality and well-being, in a world free from discrimination. IPPF recognises that the achievement of the highest attainable standard of sexual and reproductive health is not possible when gender equality and human rights are not respected, protected and fulfilled.
IPPF advocates a human rights-based, client-centred, ‘do-no-harm’ approach to providing
healthcare and supporting all survivors affected by Sexual and Gender-based Violence (SGBV) and is dedicated to scaling up work at the community level, including humanitarian contexts, to mitigate, prevent SGBV and respond to the needs of all survivors.
B. Role Purpose:
To contribute and coordinate the Sexual and Gender-Based Violence (SGBV) programming and advocacy portfolio, providing strategic guidance and a coherent framework for interventions of the IPPF’s Pacific programme. To provide technical assistance to the Pacific Humanitarian and Development Programmes and IPPF Member Associations (MAs) on Sexual and Gender Based Violence (SGBV), gender and inclusion programming and represent the Federation in regional and global fora.
C. Objectives
To provide high-quality technical assistance to Pacific MAs to achieve "SGBV Service Readiness," operationalize newly finalized global SGBV toolkits, expand regional training pools, monitor GEDSI action plan implementation, and represent IPPF in regional humanitarian clusters.
D. Scope of Work & Key Responsibilities
• Provide technical support to Cook Islands, Kiribati, Papua New Guinea, Samoa,
Solomon Islands, Tonga, Tuvalu, Republic of Marshall Islands, Fiji and Vanuatu to
improve SGBV data quality and reporting in DHIS2 to fulfil first-line support and referral
metrics.
• Support MAs with planning and implementation of SGBV components as part of
SRH/SGBV integrated service delivery in an emergency response, primarily in the Pacific,
and broadly to support IPPF MAs across the globe along with global SGBV Advisor
• Support MAs to draft, finalize, and implement country-specific SGBV Standard
Operating Procedures (SOPs) and align them with Quality of Care (QoC) standards.
• Coordinate and mentor the existing regional pool of SGBV Fundamentals MA trainers
and facilitate trainings and capacity strengthening where needed.
• Lead the regional pilot and rollout of the newly finalized global IPPF SGBV Prevention
Toolkit and Toolkits for IPPF Member Associations Counsellors on Psychosocial Support
for Survivors of SGBV.
• Support the Global Senior SGBV Advisor with the revision and roll out of the SGBV
Fundamentals package.
• Build the capacity of Pacific Office staff on SGBV, gender and inclusion and guide the 9
Pacific MAs in implementing their 2026 GEDSI Action Plans, and reviewing and
integrating GEDSI plans into their 2027 Integrated Annual Work Plans (IAWP).
• Support MAs with annual seasonal preparedness planning (South Pacific Tropical
Cyclone Season) and review active SGBV humanitarian work plans funded via SPRINT IV
(DFAT), Niu Vaka Strategy (DFAT &MFAT) and PREPARED (MFAT).
• Support Pacific MAs GEDSI key priority action plans where needed
• Work in coordination with the Performance, Learning and Impact Team to leverage
IPPF’s expertise and learning for the benefit of IPPF Members Associations and the wider
SRHR community.
• Contribute to the implementation of IPPF’s gender equality policy.
• Adhere to IPPF’s safeguarding and safety - security policies and guidelines.
• The consultant will work remotely, supplemented by targeted, occasional travel to
Pacific islands to deliver face-to-face and hands-on technical support, facilitation and
representation.
• Undertake such other reasonable duties as may be requested from time to time.
E. Key deliverables
• Deliverable 1 (Technical Capacity & Toolkit Rollout): 8 MAs supported on DHIS2
data, country-specific SOPs drafted, provide technical support and trainings, and
global toolkit rollout strategies finalized by October 2026
• Deliverable 2 (Representation & Preparedness): Regular participation in regional
Protection and GBV clusters maintained, and annual seasonal cyclone preparedness
plans updated under SPRINT IV and PREPARED by December 2026.
• Deliverable 3 (GEDSI Action Planning and Implementation): Support MA in
reviewing, implementing GEDSI Action plan 2026, and integration to MAs 2027 and
2028 costed Workplan priorities
F. Essential qualifications and professional experience required
For this technical advisor role, IPPF seeks a professional in social, human and/or clinical sciences with significant experience in gender, SGBV, protection in humanitarian settings. The successful candidate will have:
• Significant experience in comprehensive SGBV, program design, implementation,
capacity building and advocacy in humanitarian and development settings.
• Significant experience developing organizational guidance and promoting reflective
learning on technical issues, relating to SGBV.
• Advanced understanding of gender transformative programming and inclusion, and on
how humanitarian crises affect different segments of a population, including women
and men in their diversity, youth, people with disabilities, including those of diverse
sexual orientation and gender identity etc.
• Significant experience of training and mentoring teams on SGBV programming with the
ability to bring diverse actors together across cultures and geographies to create an
aligned and powerful force for change.
• Experience in integrating SGBV and SRHR programs desirable.
• Strong track record of technical leadership, and proven ability to produce demonstrable
results
• Experience of working in diverse cultural contexts
• Experience working in comprehensive SGBV programs in Health Sector settings,
including prevention and response; reproductive coercion, intimate partner violence,
sexual violence and female genital mutilation
• Strong facilitation and presentation skills to internal and external audiences.
• Sound judgement, particularly in constrained and pressured situations and
environments.
• Experience working/living in the Pacific Islands region highly desirable
• Flexibility to travel occasionally within the region on short notice.
• Able to work independently and be self-motivated in defining goals and objectives, while
also working collaboratively in a team across disciplines, geographical locations and
cultures.
• Fluent in English.
Timeframe
This work is to be completed within 5 months.
Fees
Fees must be quoted in USD. Please indicate daily rate, as part of your financial proposal.
Travel Provisions: For the required occasional travel within the region, travel arrangement and
costs will be provided by IPPF in accordance with its travel policies. Travel costs should not be embedded into the core daily fee.
