TECHNICAL CONSULTANT IN MUSIC POLICY
The Department of Industry is seeking a Technical Consultant to collaborate with the Department and its affiliated agencies to implement the goals of Vanuatu's National Music Policy. This position aims to detail objectives that strengthen and support the music industry in Vanuatu.
Music in Vanuatu has a rich and diverse history. In all its forms, music has the power to strengthen national identity while creating jobs, developing skills, and fostering social cohesion. The Government of Vanuatu, through the Department of Industry, is committed to supporting, promoting, and developing the music industry with a significant strategy developed by the Technical Advisor, benefiting all musical genres and the entire music industry nationwide.
1. Objectives
The Department of Industry wishes to recruit a Technical Assistant to work with the Division of Manufacturing Industries, Investment, and Creative Industries. The candidate will coordinate consultations, facilitate meetings, engage stakeholders in the music industry frequently, and provide reports on activities related to implementing Vanuatu's National Music Policy.
2. Knowledge and Expertise
Understanding of current laws such as the Vanuatu Copyright Society, Law No. 46 of 2017
Understanding of current laws such as the Industrial Development Act, No. 19 of 2014
Knowledge of Vanuatu's National Music Policy 2022-2026
Ability to manage basic administrative tasks and provide technical support to stakeholders and the internal team
Practical proficiency in using messaging systems, MS software, and database systems
Knowledge and understanding of Vanuatu's musical context and its network
Knowledge of communication lines and processes of government departments
Understanding of key concepts related to the music industry and relevant policies and strategies
3. Duration
The contract is for a duration of 12 months, with the possibility of extension subject to the Director of the Department of Industry's approval.
4. Skills, Accreditation, Experience, and Required Qualities
The ideal candidate should possess the following qualifications and experience:
University degree or certificate in administration, technical information, and/or business management. Specialization in public law and/or an advanced university degree is an advantage.
Knowledge and understanding of relevant basic theories, concepts, and approaches for the music industry and governance
Knowledge of international standards related to establishing music institutions is an asset
Proven experience in conducting research and comparative analysis
Work history demonstrating the ability to draft and execute work plans
Ability to meet required deadlines
Experience working with various levels of government
Experience in establishing and maintaining professional working relationships
Understanding of challenges in the music industry
Excellent written and oral communication skills
Basic knowledge of the Copyright Management Act, Law No. 46 of 2017
Ability to work independently and adopt an innovative and lateral approach
Excellent English skills; proficiency in Bislama and French is an advantage
