We have an exciting opportunity to join our team in CARE in Vanuatu as the Program Manager – Development and Quality. This is a dynamic and interesting position for someone to play a key role in leading CARE’s resource mobilization and proposal writings and development of the Country Office.
The role:
The Program Manager – Development and Quality:
- together with the Country Director, undertakes representational and fundraising activities and ensures that CARE’s vision, mission and core values are promoted
- support program design and facilitate program reporting, contribute to strategic decisions around funding and developing proposals for donors in collaboration with program managers. H/she is responsible for facilitating donor and country office reporting
- Manage key relationships with both internal and external stakeholders
This position is based in Port Vila.
Your major responsibilities will be varied and will include:
- Actively contributing to CARE in Vanuatu’s long program term strategy (LTPS) implementation through ensuring robust MEAL processes across projects, supporting efficient and effective project implementation, and contributing to resource mobilization efforts to ensure a healthy pipeline to advance the LTPS
- Lead the development of new proposals and project designs are of high quality and in line with the LTPS and/or responding to opportunities and demands as per context, e.g. support to Vanuatu development and equality policies, emergency response and recovery etc
- Assist the Country Director to mobilize resources by coordinating the program pipeline, leading the development of high-quality proposals and identifying funding opportunities
- Support CARE in Vanuatu prepositioning efforts, including gathering intelligence on donor priorities and work with Program and Project Managers to develop Concept Notes
Required qualifications and skills:
- Relevant Master’s degree or equivalent and/or 5-8 years relevant work experience, preferably in community development activities and skills transfer, capacity strengthening preferably for an International Non-Government Organisation (INGO)
- Demonstrated strong concept note and proposal writing skills and project budget development
- Demonstrated experience across a wide range of donors, supported by various MEAL frameworks/Log Frames, risk assessment, sustainability and exit plans
- Demonstrated strong program management skills including ability to ensure effective project implementation, reporting, compliance and budget management across multiple projects and sites
- Excellent verbal and written communication skills in English with extensive experience in proposal and report writin
- Demonstrated understanding of gender equality and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity
- Demonstrated experience in effectively leading, people management and motivating a team
- Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills
- Ability to work under pressure and to organize and manage workload to meet deadlines and to work with minimal supervision
- Demonstrated honesty, maintaining confidentiality, reliability and trustworthy
- Representational skills including developing networks and relationships with other key stakeholders
- Proven understanding of working with an International Non-Government Organisation (INGO) and a willingness to learn about CARE, gender equality and women’s empowerment activities
- Fully conversant in Microsoft Office with knowledge in Microsoft Word and Excel
