Position: Program Coordinator – Monitoring, Evaluation and Learning (MEL)

Job Summary:

The Program Coordinator – MEL (the Coordinator) coordinates all aspects of IFES Papua New Guinea’s project activities. The Coordinator will also provide MEL support to the IFES Bougainville team. The Coordinator will be critical in aligning MEL frameworks with program objectives and milestones, facilitating evidence-based decision-making, and promoting a continuous learning strategy for IFES staff.

 

Core Responsibilities:

  • Developing MEL Plans and Frameworks:
    • Collaborate with project teams and headquarters specialists to create comprehensive MEL plans and frameworks.
    • Define objectives, indicators, data collection methods, and reporting mechanisms for monitoring and evaluating program activities.
  • Designing Data Collection Tools:
    • Craft tailored data collection tools (surveys, questionnaires, interview guides) to gather accurate and relevant information.
    • Ensure these tools align with program outcomes and impact measurement.
  • Implementing M&E Activities:
    • Oversee data collection, entry, analysis, and reporting.
    • Train project staff and partners on MEL methodologies that adhere to quality assurance standards.
  • Analyzing and Reporting Findings:
    • Assess program performance by analyzing M&E data.
    • Present findings through regular progress reports, MEL dashboards, and stakeholder presentations.
  • Facilitating Learning and Adaptation:
    • Organize learning workshops, reflection sessions, and stakeholder engagements.
    • Encourage project teams to incorporate MEL insights into program design and implementation.
  • Stakeholder Engagement
    • Develop and maintain relationships with key stakeholders, including PNGEC partners, civil society organizations, and donor agencies.
    • Ensure continuous communication and collaboration with stakeholders to align program goals and MEL activities.
    • Represent IFES in meetings, conferences, and other forums to promote MEL practices and share program insights.
  • Additional Responsibilities:
  • Provide support to other MEL activities as needed.
  • Coordinate with the IFES Bougainville team to ensure alignment and integration of MEL practices.

Skills and Qualifications:

  • Degree in a relevant field (e.g., social sciences, international development, statistics).
  • Seven years of MEL experience with an international non-government organization.
  • Advanced analytical skills and attention to detail.
  • Proficiency in MEL methodologies and data analysis techniques.
  • Excellent communication and presentation skills.
