Context of Role

Aligned to IPPF’s global strategy, Pacific MAs are guided by the Niu Vaka Strategy (2023-2028) vision to break through barriers that limit SRHR, enabling quality SRHR to be realized for everyone in the Pacific.   All funding managed by SROP aims to deliver on the key objectives set under the strategy.  The role interacts with internal teams, donors and external partners to promote IPPF’s programs and services.

Role Purpose

IPPF is seeking an experienced Program Manager to support the Member Association (MA) Support and Development team to provide overall management of IPPF Sub Regional Office for the Pacific (SROP) portfolio of restricted (donor) projects in the Pacific, working closely with Secretariat staff and Member Associations in 10 countries.

Deliverables

  • Provide overall management and oversight of SROP restricted projects, including grant management, donor compliance, reporting, documentation, monitoring and evaluation to ensure successful and timely implementation.
  • Ensure timely and effective delivery of programme activities through internal coordination.
  • Maintain and monitor a risk register to identify and manage project risks.
  • Manage technical consultants engaged under the projects.
  • Coordinate with IPPF Secretariat technical teams to support programme implementation.
  • Build and maintain strong working relationships with staff and partners across and beyond the Federation.
  • Support Member Associations across management, programme and finance functions with guidance from technical leads.
  • Assist MAs to comply with programme requirements and standards.
  • Support MAs to identify needs and develop plans aligned with country priorities.
  • Review programme reports and deliverables and provide support to programme teams.
  • Prepare timely, high-quality reports and updates for IPPF and donors.
  • Coordinate development of programme materials and publications to support communication, awareness and learning.
  • Ensure project results are integrated into broader IPPF programmes and reporting.
  • Support strengthening of service delivery policies, clinical governance and quality assurance systems.
  • Research and prepare briefing notes, background papers and technical tools related to comprehensive SRHR services.
  • Stay informed on developments and best practices in sexual and reproductive health and rights (SRHR).
  • Ensure IPPF policies, including safeguarding, protection of children and vulnerable adults, and gender equality, are integrated across all projects.
  • Support the Director, MA Support and Development in maintaining good communication and rapport with donors.
  • Provide technical advice and support as required.
  • Undertake other duties as assigned.

Essential Skills

 

  • At least six (6) years of Pacific working experience in a similar position with international NGOs in donor-funded project management with technical and/or operational issues related to SRH, public health, women’s empowerment, or related issues.
  • At least five (5) years’ experience in Programme design, management, monitoring and evaluation and reporting of development programmes.

Excellent project management experience of multi-country, complex programmes.

Desirable Skills

  • Strategic Programme and Project Management: Demonstrated experience managing multi-country programmes, including project design, implementation, monitoring and evaluation, preferably within international health programmes.
  • Leadership and Team Management: Proven ability to lead, support and manage staff and teams to deliver programme results in complex environments.
  • Capacity Strengthening: Strong skills in training, coaching and facilitation to build project management and technical capacity among partners and teams.
  • Communication and Stakeholder Engagement: Excellent written and verbal communication skills in English, with the ability to engage effectively with diverse stakeholders.
  • Cross-Cultural Competence: Ability to work effectively across diverse cultural contexts, with lived Pacific experience and strong understanding of Pacific communities.
  • Donor Compliance and Management: Experience managing restricted donor-funded projects, particularly with DFAT and MFAT, is highly desirable.
  • Digital and Administrative Skills: Strong computer literacy to support programme management, reporting and coordination.
