Context of Role

  • The role reports to the Donor Reporting Officer and working in close collaboration with the Architects of Cooperation (AoCs) and Business Analyst to ensure financial compliance by MAs.
  • The role will work exclusively on donor (restricted) funded activities and becomes the go to person for MA Finances at the secretariat.
  • Operates as an early warning mechanism by detecting financial risks, variances, weak internal controls, incomplete documents and reporting gaps.
  • Leads the strengthening of MA financial systems, reporting templates, and compliance practices aligned with IPPF and donor requirements.
  • The role will support the development, and implementation of finance systems, processes, reporting requirements and reporting standards by MAs.

Role Purpose

To manage financial tracking and reporting of restricted funds across 10 Pacific Member Associations in the Pacific.
The primary purpose of this role is to ensure financial compliance, transparency and accountability in the use of donor funds by MAs. This includes checking financial acquittals, tracking expenditures against approved budgets and Annual workplans (AWP) and supporting MAs in meeting IPPF and donor financial standards.
This is a key role to support the MA Support and Development team, Architects of Cooperation (AoCs), and the Business Analyst to ensure financial compliance and transparency for donor funded (restricted) activities, to monitor financial performance, identify risks, and strengthen financial systems and practices at the regional and MA levels. This role will also provide capacity development support to the MA Finance Officers to ensure financial compliance.

Deliverables

Essential Skills

  • Qualified accountant or equivalent recognised accounting qualification.
  • Experience of financial project management including grant management for funded programmes.
  • Experience of using of MYOB, NetSuite and working with global systems and processes – dealing with multiple currencies.
  • Experience with donor reporting requirements, budgeting and rolling forecasts.
  • Experience in the international development sector, with Pacific regional experience.
  • Evidence of managing robust standards of performance and compliance to tight deadlines.
  • Evidence of creating an environment of visibility, transparency, integrity, learning and improvement.
  • Demonstrates good judgment and decision-making skills.
  • Advanced excel skills, with strong analytical skills with a keen eye for detail.
  • Excellent Writing and reporting skills in English.
  • High level of organisation skills, planning, and time management.
  • Collaborative and open style of working and ability to adapt to changing needs.
  • Demonstrate an understanding of and commitment to IPPFs vision, mission and values on Sexual Reproductive Health and Rights.
