VACANCY: Finance and Administration Manager - Solomon Islands Planned Parenthood Association (SIPPA)

Solomon Islands Planned Parenthood Association was founded over 40 years ago with the vision of seeing a community where women, men, and particularly young people can access comprehensive services that meet their unmet needs in sexual and reproductive health. Where sexuality is recognized as both a natural and precious aspect of life and a fundamental human right, and in which choices are fully respected and whereby stigma and discrimination have no place. SIPPA is a non- government organization (NGO) working across five provinces in the country with 100 plus volunteers in the communities. SIPPA is affiliated with the International Planned Parenthood Federation. SIPPA has an exciting senior management role for a Finance and Administration Manager to be based in Honiara, at SIPPA’s Headquarters, China Town, Honiara.

Currently engaged in managing & implementing donor-funded projects totaling over SBD 4 million per year and with the expectation of a period of growth in activities, a Finance Manager officer is required to implement and manage the accounting system which is the foundation of the finance function.

 

Duties will include:

  • Supervise the finance assistant in the day-to-day tasks of managing petty cash, payment processing, bank reconciliations, and payroll.
  • Ensure that donor rules & requirements (IPPF,DFAT, MFAT, UNFPA, and SurfAid), and for accountability are fully met in both budgeting, cost allocation, and compliant supporting documentation.
  • Ensure all Solomon Islands legal requirements and deadlines are met particularly regarding tax, NPF, and annual returns.
  • Prepare regular reports in relevant and useful formats to the SIPPA Director, Senior Management Team, project managers, and Board with divisional and project-by-project financial statements. Such reporting will facilitate management decision-making regarding the core costs & funding of SIPPA.
  • Prepare financial reports for donors according to contract requirements and liaise and communicate with donors on financial reporting
  • Working closely with the auditors.

With multi-donor funding arrangements, high-quality accounting is essential and can be complex.

The successful candidate will:

  • hold a finance qualification of a minimum diploma level
  • at least 5 years’ experience in an accounting role.
  • Donor/project and NGO experience is desirable.

Demonstrated specific skills & experience must include:

  1. Excellent MYOB & Excel skills
  2. Analytical thinker - both proactive and good problem solver
  3. Excellent communication skills
  4. Good team player and ability to work with local partners
