Summary

Position: Human Resource Manager

Placement: Managerial

Duration: A term of 3-years

Strategic goal: Ensure the appropriateness of the Human Resources management system alongside the ‘vakamaraqeti nai yau bula' philosophy and practice. The appeal of PCU to Pasifika communities, current and potential partners and donor agencies, and to international and support of its learning portfolio, to a large extent, depends on how the University handles the values of freedom, equity, fairness, and wellbeing and how these are regulated in a way to inform ‘whole of life’ best practices.

 

Key Tasks

a)       Develop and implement an appropriate but comprehensive HR management system and plan for the University and conduct orientation training.

b)      Responsible for producing a HR development plan for the university in collaboration with the office of the Manu Folau (Vice Chancellor) and the other Executive offices.

c)       Responsible for producing the 10-year Strategic Plan of the University in collaboration with the office of the Manu Folau (Vice Chancellor).

d)      Review the current HR policies and compile a comprehensive policy document that includes all the HR policies in the light of the University vision and the ‘vakamaraqeti nai yau bula’ philosophy.

e)       Contribute to the development of a QMS Handbook, from the policy framework to planning, implementation and monitoring. This includes assisting the Koi’mata-kiki (Academic Dean) in accreditation processes (e.g. QMS) and compiling and collating of academic policies in coherence with QMS requirements.

f)       Develop and maintain a database (Employee Personnel Files) of all University employees' information. This shall also include keeping and safeguarding confidential records regarding grievances and other sensitive matters.

g)      Responsible for the recruitment process for all employees of the University and draw up all Facilitators of Learning (FOL) and staff contracts in consultation with relevant sections of the University operation.

h)      Develop a new annual appraisal form for all University employees aligning to their KPIs and outcomes and manage an appraisal system that will endure appraisals of high quality, framed in the light of the ‘vakamaraqeti nai yau bula’ ethics.

i)        Coordinate and manage the applications and processing of work permits for all non-resident employees and assist with Toloa (students) should there be requests.

j)        Conduct annual scans of the University HR needs and issues and produce annual reports on these to the Dean of Strategic Visioning with recommendations as appropriate for consideration, including monthly reports to the Management Kilaak, and quarterly reports to the Uli (Executive Board) if required.

k)      Manage employees HR issues, facilitate the grievances process, and develop policy dispute resolutions in consultation with the University constitution, the Fiji Labour Laws, and relevant University Kilaaks (committees).

l)        Manage and coordinate the work and meetings of the HR committee chaired by the Dean of Strategic Visioning i.e., recording and reporting of meeting outcomes to committee members.

m)    Complete monthly reports on employee data and statistical analytics to the Data Hub management unit of the University.

n)      Develop a Quality Assurance Systems and process to monitor the performance and work of Facilitators of Learning in relation to their KPIs, research capacity, and promotional possibilities, and in consultation with the Monitoring, Evaluation and Learning process.

o)      Manage the University Salary scale and reviews when needed.

p)      Perform any other task required by the Manu Folau.

q)      Reports to the Dean of Strategic Visioning.

 

Minimum Requirement of Qualification and Experience:

a)       Bachelor’s degree in human resources or related field from reputable institution. However, a Postgraduate Diploma or Master’s degree in HRM, or Business Administration is strongly preferred.

b)      Minimum ten (10) years proven experience as a HR Manager or similar roles.

c)       Minimum five (5) years working in HR management level.

d)      Strong knowledge of HR policies, employment laws and best practices.

e)       Experience in developing and executing HR strategies aligned with institutional or organizational goals

f)       Excellent communication skills, interpersonal and leadership skills

g)      Ability to handle sensitive and confidential information with discretion

h)      Strong problem-solving skills and the ability to work independently

i)        Preferred Skills

•         Experience with HRIS (Human Resources Information System)

•         Familiarity with diversity and inclusion initiatives

Salary$57,448.55 Fiji dollars

Probationary period:

A six (6) months probationary period applies, and it includes the candidate’s completion of a community cultural immersion programme, and participates in a Leadership and Diplomacy training. A ‘staff competency assessment’ will take place before the six (6) months is over to determine the confirmation of position.
