CARE International in Vanuatu is implementing a multi –sector program in Vanuatu, supporting communities in the areas of Gender Equality, Resilience and Inclusive Governance. CARE also implements Humanitarian Response and Recovery Programs.

The “Promoting Women’s Leadership in Local Governance” project will be working with communities and Area Councils to strengthen women’s voice in local governance and inclusive planning processes. The project will be working with communities, Area Council(s), Tafea Province, and the Department of Local Authorities. The project aims to increase the active engagement of communities in Area Council Development planning processes and positively influence the quality, efficiency, and accountability with which planning, and service delivery is implemented. The project will be based on an adapted version of the CARE International Community Scorecard (CSC) approach. The CSC brings together the demand side and the supply side of a particular service, as well as relevant government officials, to jointly analyze issues underlying service delivery problems and develop joint plans for improvement.

CARE in Vanuatu is looking for a Project Officer – Pacific Women Lead to be based in our Tanna Office, with regular travel required to the outer islands and communities in Tanna.

Your major responsibilities will be varied and will include:

1. Program Activities:

  • Support the effective and efficient implementation of Promoting Women’s Leadership in Local Governance program activities according to the activity plan and budget, including preparation of detailed budget requests for each field trip and activities.
  • Mobilize communities and facilitate trainings on strengthening Women’s Leadership in Local Governance concept and implementation processes.
  • Facilitate good relationships with communities and local authorities;
  • Request and clear all field cash advances in a timely fashion in accordance with CARE Finance policies and procedures;
  • Ensure good communication, coordination and information sharing with and between all CARE key staff;
  • Ensure CARE’s Programming Principles, in particular gender and rights-based approaches, are applied into project activities;
  • According to the schedule detailed in the monitoring plan and using the tools and methods developed with the GPQ team, regularly perform and document monitoring of all project sites and activities ensuring the participation of community members.
  • Plan and be responsible for the weekly reporting of field activities;
  • Participate in regular reflection, learning and reporting workshops with the program team as required; and
  • Input into reporting process and the identification and development of case studies as required.

Required qualifications and skills:

  • Minimum technical diploma and/or vocational training in Social Development, health systems, and sexual reproductive health, and/or minimum 2-3 years relevant work experience, preferably in community based development work in gender and/or activity implementation with an International Non-Government Organization (INGO);
  • Proven experience in mobilizing communities and facilitate action planning activities;
  • Ability to deliver quality training and awareness activities;
  • Fluent communication and facilitation skills in Bislama with good oral and written English;
  • Ability to collect information and produce concise and accurate reports;
  • Demonstrated organizational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrated ability to take direction and to work as part of a team;
  • Demonstrated experience in following standard policies, procedures and processes;
  • A willingness to learn about CARE, gender equality and women’s empowerment activities;
  • Proven ability in managing a budget and/or cash; and
  • Basic IT Skills in Microsoft Office with knowledge in Microsoft Word and Excel.
